MedPac’s June 2014 Report to Congress includes a chapter on site-neutral payments between inpatient rehab facilities (IRFs) and skilled nursing facilities (SNFs). The Commission notes that there may be an opportunity to develop site-neutral policies that could eliminate unwarranted payment differences since although the services provided in IRFs and SNFs differ, the outcomes achieved may be similar. The report reviews the results of a three different types of conditions commonly treated, the characteristics of patients in the two facilities and outcome measures.
