CMS Releases Toolkit to Help States Strengthen Home and Community-Based Services

The Centers for Medicare & Medicaid Services (CMS) released a toolkit aimed at assisting State Medicaid agencies with developing and expanding the use of Home and Community-Based Services (HCBS) with the intent of reducing the industry’s reliance of institutional-based care. The Long-Term Services and Supports (LTSS) Rebalancing Tool includes examples of what states have done to successfully rebalance and expand their use of HCBS instead of relying on traditional institutional care such as nursing homes. Per the associated Long-Term Services and Supports (LTSS) Rebalancing Toolkit Fact Sheet, the Toolkit includes four modules that include strategies and case studies to help states understand how they can better increase their share of LTSS that can be provided in community-based settings.
