Quality of Life — F-Tag Analysis
Quality of Life
The overarching Quality of Life tag — cited only when the cumulative effect of noncompliance at other tags reflects a pervasive disregard for residents' well-being rising to the level of Immediate Jeopardy. Covers the link between noncompliance at other regulatory tags and citation at F675.
Activities of Daily Living (ADLs)/Maintain Abilities
Requirements for ensuring each resident maintains the highest practicable level of physical, mental, and psychosocial well-being — including maintaining ADL abilities and preventing avoidable functional decline. The companion regulation to F677.
ADL Care Provided for Dependent Residents
Requirements for providing necessary ADL care to residents who cannot perform activities of daily living independently — including oral care, grooming, toileting, transfers, and speech/communication support. F677 ranks in the national top 10. Includes actual survey citations and Linda Elizaitis commentary.
Cardio-Pulmonary Resuscitation (CPR)
Requirements for CPR-trained staff availability and resident advance directive documentation — revised in 2025 to allow virtual instructor-led CPR certification in addition to in-person. Covers facility-wide no-CPR policy prohibition and staff availability requirements.
Activities Meet Interest/Needs of Each Resident
Requirements for providing ongoing, person-centered activities programming based on each resident's comprehensive assessment, care plan, and preferences — including dementia-specific activities, meaningful engagement, and the facility-wide responsibility for resident engagement across all departments.
Qualifications of Activity Professional
Requirements for the activities program to be directed by a qualified therapeutic recreation specialist or activities professional — an absolute tag requiring no negative resident outcome for citation. Covers acceptable qualifications, director responsibilities, and three actual survey citations demonstrating how F680 and F679 are cited together.
Need Support Strengthening Quality of Life Compliance?
Quality of Life deficiencies — from ADL care to activities programming — are identified through direct observation and resident interviews. CMSCG's consultants conduct mock surveys and targeted reviews across all departments to identify vulnerabilities before a surveyor does.
