OIG to review CMS oversight of Nursing Facility Staffing

Nursing facility staffing levels continue to draw attention from both the regulators as well as the media. The transition to publishing Payroll-Based Journal (PBJ) data on the Nursing Home Compare website was a long-time in the making, with the Centers for Medicare & Medicaid Services (CMS) looking for a way to verify staffing data in nursing homes. The auditable PBJ data replaces the CMS Form-761 that was used under the old survey process.

Adding another layer of scrutiny to providers’ staffing data will be the Office of the Inspector General (OIG), which added a new report to its Work Plan, “CMS Oversight of Nursing Facility Staffing Levels.” OIG, per the update, “will examine nursing staffing levels reported by facilities to the Payroll-Based Journal and CMS’s efforts to ensure data accuracy and improve resident quality of care by both enforcing minimum requirements and incentivizing high quality staffing above minimum requirements.” The report is expected in FY2020.
